Board of Directors
BATS Exchange, Inc. (the "Company") is committed to sound corporate governance. The Company's Board of Directors is central to establishing a corporate governance framework that sets high standards in leadership, ethics and compliance for the Company's employees, officers and directors.
The Company's Board of Directors is comprised of non-industry, independent, industry and member representative directors, as well as the BATS Exchange chief executive officer. The Board holds regular meetings approximately four times a year.

Joe Ratterman
Chairman, President & CEO
Joe Ratterman is president and chief executive officer of BATS Exchange. Mr. Ratterman joined BATS as a founding employee and served as executive vice president and chief operating officer from 2005 to mid-2007. He is also president and chief executive officer of BATS Global Markets, the holding company for BATS Exchange and BATS Europe.
Prior to joining BATS, Mr. Ratterman was vice president of business development at Tradebot Systems. Previously, he was chief information officer at LabOne, the Lenexa, Kan.-based health screening and diagnostic testing company now owned by Quest Diagnostics.
Before being named an officer at LabOne, Mr. Ratterman was chief technology officer at Bridge Information Systems where he was employed from 1990 to 2002.
An accomplished water skier, rock climber, track and distance runner, professional photographer and, most recently a licensed, instrument-rated private pilot, Mr. Ratterman holds a degree in mathematics and computer science from Central Missouri State University, Warrensburg, Mo.. as well as Series 7, 24, 27, 55 and 66 licenses.
Brett Redfearn
Industry Director
Mr. Redfearn is JP Morgan Securities’ head of market structure strategy for the Americas within global cash equities. In this role, Brett examines how technologies, regulations and business trends are changing equities and options trading across the U.S., Canada and Latin America. His responsibilities include addressing market structure implications for trading operations, developing policy positions on market issues, managing relationships with markets, and educating clients on market structure developments.
Previously, Brett was JP Morgan’s global head of liquidity, where he managed smart order routing platforms, internal marketplaces/dark pools and algorithmic trading offerings.
Brett serves on the board of BATS Exchange and BATS Global Markets, is an active participant (and former chair) of SIFMA’s Equity Markets and Trading Committee, and is a regular speaker at industry events.
Mr. Redfearn received a master's degree from the New School for Social Research in New York and a bachelor's degree from The Evergreen State College in Olympia, Wash.
Chris Isaacson
Industry Director
Mr. Isaacson is a founding employee and now holds the title of chief operating officer and senior vice president of BATS Exchange.
Previously, he was vice president in charge of operations for the BATS Trading, a position he held since 2006. He also managed the Trade Desk and, as a developer, was instrumental in the architecture and implementation of the BATS trading platform.
Mr. Isaacson began his career as a software engineer at Cerner Corp., the publicly traded, Kansas City-based healthcare information systems supplier. He was a software developer at Tradebot Systems from 2003 to 2005.
He holds a bachelor's degree in computer science and business from Nebraska Wesleyan University, Lincoln, Neb., and was a two-time Academic All-American while competing in the decathlon. He also earned a master's of business administration degree from the University of Nebraska.
Mr. Isaacson holds Series 4, 7, 24, 27, 55, 63 and 65 licenses.
Jamie Selway
Member Representative Director
Mr. Selway is managing director of ITG, Inc., an institutional brokerage and financial technology firm.
Prior to joining ITG, Mr. Selway was chairman and managing director of White Cap Trading LLC, a New York-based brokerage firm that he co-founded. Previously, he was the chief economist at Archipelago Holdings, L.L.C., the Chicago-based electronic brokerage firm and creator of the first totally-open, fully-electronic U.S. stock exchange.
In addition to contributing numerous articles to industry press and academic journals, Mr. Selway currently serves as an associate editor for The Journal of Trading. He has been quoted in many publications including The Wall Street Journal and Financial Times.
Mr. Selway holds a master’s degree in financial mathematics from the University of Chicago and a bachelor’s degree in mathematics and European history from Washington & Lee University, Phi Beta Kappa.
Cameron Smith
Member Representative Director
Mr. Smith is executive vice president and general counsel for Quantlab Financial and provides legal services to Quantlab Securities, L.P., Quantlab affiliate and BATS Exchange member.
He previously served as executive vice president and general counsel of the Island ECN, as chief strategy officer of INET ATS, Inc., and as executive vice president and general counsel of Instinet Incorporated.
In addition, Mr. Smith worked as a consultant to emerging financial markets in Moldova and Romania, and as senior counsel at the SEC, where he spent five years in the division of market regulation.
He received a Juris Doctorate in 1991 from the Seattle University School of Law.
Peter Wallison
Non-Industry Director
Mr. Wallison currently studies banking, insurance and Wall Street regulation as the Arthur F. Burns Fellow in Financial Policy Studies at the American Enterprise Institute in Washington, DC.
He has served as counsel in numerous government positions including General Counsel of the U.S. Treasury Department and White House counsel to President Reagan. Mr. Wallison had a significant role in the development of the Reagan Administration's proposals for deregulation in the financial services industry and served as general counsel to the Depository Institutions Deregulation Committee.
Mr. Wallison's experience also includes tenure as special assistant to New York's Gov. Nelson A. Rockefeller and as counsel to Mr. Rockefeller during his term as vice president of the United States. He has also practiced banking, corporate and financial law at Gibson, Dunn & Crutcher in Washington, D.C., and New York.
In addition to several financial and regulatory publications, Mr. Wallison is the author of Ronald Reagan: The Power of Conviction and the Success of His Presidency and a frequent contributor to the op-ed pages of New York Times, The Wall Street Journal and Financial Times. His latest book is Competitive Equity: A Better Way to Organize Mutual Funds (AEI Press, 2007).
He received his undergraduate degree from Harvard College and law degree from Harvard Law School.
David Roscoe
Non-Industry Director
Recently retired, Mr. Roscoe's executive accomplishments include 33 years at JPMorgan, three years at Bridge Information Systems, and mostly recently, five years at RiskMetrics Group. His breadth of experience includes security services, technology, human resources, emerging markets, risk and corporate governance.
At JP Morgan, Mr. Roscoe earned numerous credentials in leadership and management. His experience includes heading the global custody business, leading technology strategy for seven years as chief information officer, establishing and managing a JPM securities subsidiary, serving as the founding chief operating officer of the corporate risk management group, and directing the creation of CLS Services.
During the past ten years, his roles at both RiskMetrics Group and Bridge Information Systems, two financial services companies, included head of operations, technology, research, account management, and the risk business. He was also chief administrative officer.
Mr. Roscoe brings to the BATS Exchange board extensive corporate governance experience having served on several boards throughout or during the past 25 years including three industry-owned global utilities, one U.S. public company, one U.S. private company, and two non-profit organizations.
He received a master's of business administration degree at the University of Oregon and a bachelor's degree with honors from Yale University. He served on active duty as a naval officer in the U.S. Navy from 1968–1972. An active golfer and grandfather, Mr. Roscoe resides in Summit, N.J. and Spring Island, S.C.
Harry Temkin
Non-Industry Director
Mr. Temkin is executive vice president and head of exchange traded instruments, Americas, for Thomson Reuters. Previously, he served as executive vice president of institutional sales and trading for Reuters Americas LLC, with responsibility for working with top North American buy-side accounts.
In addition to leading the design and marketing strategy for the Reuters Station premium desktop, Mr. Temkin served as executive vice president of equity product development for the investment banking and brokerage customer segment. He is also a director of Equis International, a wholly owned subsidiary of Thomson Reuters.
Prior to joining Reuters, Mr. Temkin worked for Bridge Information Systems where he served as executive vice president, responsible for the design of Bridge's core products, and oversaw the effort to integrate multiple workstation applications of the Bridge divisions.
Mr. Temkin graduated cum laude from Hobart College in New York with a bachelor's degree in economics and mathematics, and is a member of Phi Beta Kappa.
Alexander C. "Sandy" Kemper
Non-Industry Director
Mr. Kemper is the chairman of the board of The Collectors Fund, a private equity fund focused on alternative asset classes. Kemper is also the chairman of the board of Pollen, a leader in the next generation of trade settlement companies.
Previously, he founded Perfect Commerce (f.k.a. eScout.com) and served as the company's chairman and chief executive officer. Mr. Kemper also served as chairman and chief executive officer of UMB Bank and chief executive officer of UMB Financial, a NASDAQ-traded financial services company with assets of more than $8 billion.
An active angel and venture investor, he currently serves on the corporate boards of UMB Financial, UMB Bank, NIC, Efficient Finance, SipVine and SCD Probiotics. He also serves on the board of the Agriculture Future of America (AFA), a non-profit scholarship and leadership development organization which he co-founded.
Mr. Kemper graduated from Northwestern University where he majored in American history. Mr. Kemper and his family live on a farm in Kansas City, Missouri, where they raise and care for their horses, sheep and any and all wild animals.
Scott Wagner
Non-Industry Director
Scott Wagner brings more than 20 years of experience in corporate and entrepreneurial business management to the BATS Exchange board of directors.
Mr. Wagner recently rejoined First Data, headquartered in Atlanta, Ga., as General Manager in their National Accounts division and is responsible for managing the largest segment of their business for North America. Prior to joining First Data, he was Executive Vice President at Town North Bank Card Services. While there he was responsible for growing and managing the day-to-day operations of the company. In 2006, he was elected to the Board of Directors of TNB Nevada, N.A., and held the role of president of that corporation.
Before joining TNB, he held executive level positions with First Data Corporation, Inc., in Omaha, Neb., and Commerce Bancshares in Kansas City, Mo.
A native Nebraskan now residing in Flower Mound, Texas, Mr. Wagner is an avid bicycling enthusiast. He has a bachelor's and a master's degree from the University of Nebraska.
